What does Ni pa mean in Japanese?

Ni pa does not actually have any meaning in japanese. A example of it being used is in the anime higurashi. In the anime, the character Rika says this often. It is only a way to show immaturity or acting foolish or childish, either in a pouty way or a cute way. It has no meaning in Words however.
