Who are some bad guys in fairy tales?

Aside from miscellaneous Giants and Monsters, well, in some cases, the Bad Guy comes out on top- The Pied Piper of Hamelin. I never liked that story for that reason. Exterminator abducts children, the stuff of nightmares, where are the police?
