In my experience this is caused by one of 2 things.
1: The bolt sled getting pulled to one side and jamming. Try pulling your cocking handle back with both hands and see if that works.
2: The plunger catch has snapped off on the inside and you've got a dead Raider. Check to see if it's rattling when you shake it, if it does then you're stuffed. The best way to deal with the problem is to open the gun up and stick the broken plunger piece back on the plunger using either epoxy resin or superglue. Note this is a short term fix seeing as glue isn't as strong as plastic. The best way to solve it would be to replace the plunger with a new one from another Raider or buy an aluminum one from a company online.
