What is a Specialised Dictionary?

A specialised dictionary is one listing terms other than those standard to a language; terms not in everyday usage but used by specialists in a particular field.

So, a specialised dictionary might give only definitions of medical or other scientific terms, of terms to do with music, or sewing, or motor vehicles, and so on.
