Why should a constituted authority be obeyed?

In very practical terms, a governing authority should be obeyed because they're the ones with police and jails.

In philosophical terms, they should be obeyed if and only if they act in a moral and ethical fashion.

In religious terms, for some religious the authorities should be obeyed because God says so.
