Why does the air conditioner barely blow out of the vents when the fan is on high on a 1996 Chevy silver ado?

I believe it is your expansion valve , it's in the evapator core & gets sticky or completely stuck & fails to work or let the freon flow thru creating a vacumn, should'nt cost but about $30. @ Oriellys Auto Parts or a similar Auto Parts Store.
