What is the story about the wind and the willows?

The Wind in the willows- not and, is an oddly-titled ( I still can't figure out why this title was used- it does not remotely suggest the setting or the plot) a sort of more-or-less comedy novel that is written-well the best way to describe it is an Animal cartoon written as a novel ( not a comic book or strip) Animal characters fairly frequently interact with human society, not always for the better- One character, Mr. Toad, is a kleptomaniac and is jailed for auto theft. I can't recall anything like that in say, Bugs Bunny. It is essentially an animal cartoon written as a novel. No Grok.
