Can you use 205 65R15 instead of 195 65R15?

Of course you can but the real question is should you, and the answer is no. Using a 205/65-15 your speedometer will read 63.4 at a true 60 mph. Handling, ride, braking, performance, and fuel mileage will all be effected. A 215/60-15 will work pretty well and is only .071% larger than the OEM size. But do not use a 205/65-15. My advice is to stick with the OEM size.
