How do you make the dress from the Helena video by My Chemical Romance?

I'm under the impression that hot topic had one but they no longer do. The original dress worn in the Helena film clip was made by a designer called Renee.

The girl who i found the website off said that it would cost about $250 for the designer to recreate it.

If you're not looking at paying that much i suggest finding a similar dress and altering to suit what you want.
