No, nothing is dead, hawks are not carrions, they're birds of prey. In Indian folklore it meas good luck.

I don't no where your from or what season it is, but if you have got grassland or trees nearby you'll probably find it will be catching birds, mice or voles from nearby. It could be just that it might be a favorite lookout point for looking for food.
