Togepi does not evolve at a specific level. You have to get its friendship maxed out first*, then you level it up and it evolves.

1. Carry it in your party- I know, it sounds pointless, but it does help. Somehow.
2. (only in Diamond, Pearl and Platinum) Make it hold a Soothe Bell.- Talk to a maid in the Pokemon Mansion on route 212. She will give you the Soothe Bell.
3. (Only in Diamond, Pearl and Platinum) After you have a Pokemon that has 10 different ribbons and you get the National Pokedex by beating the Elite Four and talking to Professor Rowan in his lab in Sandgem town, go to the "Ribbon Syndicate" in the Resort Area. Go upstairs there, and you will get a spa treatment. It makes it a lot friendlier to you.
