According to the Nevada DOT:
A vehicle which meets the following requirements is considered a moped and requires that you only have a regular class C license and the proper safety equipment to operate it on public roads:
* Must not produce more than 2 gross brake horsepower. * Must not have an engine bigger than 50 cubic centimeters. * Must not reach speeds greater than 30 mph on a flat surface.
This vehicle also does not require registration or insurance.
A vehicle larger than the above specs is considered a motorcycle and requires a Class M license, insurance, and registration.
