What are some rules for making a crime fiction book?

A crime book needs to have several things:

• A good crime, of course
• Good police procedural techniques - do the research!
• A good villain whose reasons for doing the crime are logical
• A good hero or heroes who will be interesting to the readers
• A good mystery plot that is hard enough to be interesting, but not so hard that the reader gets lost
