Nero's 18-year reign did not have a great impact on the Roman Empire. He capped the charges for fines and on the fees of lawyers. He cut taxes from 4.5% to 2.5%. He exempted merchant ships from taxes to lower the cost of imports. He made the state tax record public. He ruled against a motion to allow master to revoke the freedom of freedmen, but supported collective punishment of all slaves in a household for crimes committed by a slave. He negotiated a peace with the Persians to end a war with them.
