How do you get to lavender city in Pokemon FireRed?

At the time you need to proceed to Lavender Town, the shortcut (passing by Saffron City) is impossible to use. You have to go the long way by heading east of Cerulean City and navigating through Rock Tunnel at Route 10 (requires HM Flash.)
