When was Premise ID introduced?

Premise ID, the first component of the three parts of the USDA's proposed National Animal Identification System NoNAIS website. It was proposed in April 2005 and was supposed to be implemented in 2006. By January 2010 the USDA had failed to implement NAIS due to strong opposition from farmers and consumers.
