Folic acid / folates certainly are. They're important in the synthesis of DNA. Folate deficiency during pregnancy is associated with birth defects, and lack of it at other times can cause a type of anemia.

Folic acid is one of the B-complex vitamins (B9, to be specific).

Lipoic acid is essential to aerobic life (that is, any animal that breathes oxygen needs it). However, mammals can make it in their own bodies out of octanoic acid, so strictly speaking it doesn't HAVE to be included in your diet.

The case of methoxatin, aka Coenzyme PQQ and several other names, is not entirely clear. There is evidence suggesting that it may be a vitamin (an essential compound that the body cannot synthesize), but there are some questions as to how conclusive that evidence is. It does play an important role in the functioning of certain enzymes.
