Is Up lighting or down lighting better?

I think the last person had problems reading the question. It depends on the mood. If you want to read then of course more light is needed or it's hard on the eyes. If it's just to set say a romantic mood or to set a calming state so to speak. You can set it to a down lighting. Just a personal option, your choice.
