Can you adopt if you have a cruelty to animals on your record wrongfully?

If you have had the charge of Cruelty to Animals dropped then yes, there is no reason you couldn't be considered to be an adoptive parent, but, if that charge is still on a report without the charge cleared then you are deemed guilty and yes, you may have some problems with adoption.
