Where is the move tutor in Pokemon Diamond or Pearl?

The Move Tutor, also known as the Move Maniac, is situated in Pastoria City in Pokemon Diamond and Pearl. His house is closer to the Route 212 side of the city and there is a man outside of it.

The Move Tutor works with Heart Scales, which instead of being hidden around Sinnoh, are buried underground.

The Move Tutor is located in Pastoria City Souteast of it. Go inside his house and talk to him. You will need Heart Scales for him to teach one of you Pokemon an ability. You can find Heart Scales in the Underground. Its kind of kinda rare though!! :(

There is also one move tutor on route 228 inside a house.The old man in it teaches u d move blast burn,plant frenzy,hyper beam n hydro cannon according to your starter type.On route 210 there is a old lady who teaches u d move Draco meteor for any dragon type or make arceus hold Draco plate to learn it.

You guys, he's right, but you need to "bond" with your Pokemon in order to let it learn a move. Say, give it poffins and such.
