Yes, you can. Here are the steps:

1. Make a family with two or more sims

2. Make only one of the sims die. (You have to have AT LEAST one sim left in your household)

3. about 5 sim days later, you will get a call from the science facility asking if you want to make your ghost sim playable.

4. put the gravestone or urn into your inventory and go down to the science place.

5. WALA!

6. Now you ghost sim can do anything a live sim can do.
