How do you unlock safe mode on 1995 VW Jetta radio when you have security code and holding down 2 buttons does not work?

Try turning on the ignition, turning on the stereo, and waiting for one hour (don't touch any buttons).

After one hour "SAFE" mode should deactivate and you can enter the code. Try disconnecting the battery and the re-connect. I have an '09 which came from the dealer in SAFE 2 mode. The service dept was closed and no one knew how to fix. I tried the method mentioned above and it did not work. Disconnecting the battery and re-connecting did work however.........I didn't even have to enter the radio code.
