Yes. The government, your carrier, the "men in black", a good hacker, police, fbi, cia, dea and just about anyne else who wants to bad enough.

For the law agencies and the phone carrier it's quite easy.

If you'd like to test it out just text "bomb" and "White House" to someone. you'll get a visit.
