Why does huck decide there must be two providences?

In "The Adventures of Huckleberry Finn", Huck believes there must be two different providences, because the widow and Miss Watson give him two different definitions. He feels providence is based more on who controls you than anything else. Thus, providence is confusing to Huck and he believes it is completely arbitrary.
