Who is Whip Van Winkle?

Whip Van Winkle is the name of a very bad-tempered one-shot villain from the cult U.S. cartoon, Batfink. Too easily confused with his namesake, Rip Van Winkle, what he loses in forty winks he (tries) to make up for, using cat o' nine tails whips to relieve unsuspecting victims of their belongings.
