What are 2 ways Putin has made Russia an authoritarian state?

Well its not really an authoritarian state. He did something people in the West didn't agree with. the USSR was a very pro-government state, then when it fell in 1991, it moved to a pro-private industry, this led to very good relations with the US, and the west. but in Russia the economy crashed because their was little to no government regulations. So when Putin came to power he brought more government power but he did bring stability and with an 80% approval rating he didn't do that bad of a job. But most people in the west fear with this more government he is bringing back the USSR. but in reality he is very conservative and is against any reinstatement of the USSR
