In general, no - a veterinarian is expected to provide the best possible medical care and treatment for an animal within the bounds of client/owner permission and financial constraints. However, despite the best care, some animals will die while being treated by a veterinarian and this is outside the veterinarian's control. In other cases, the veterinarian will euthanize the animal to relieve its pain and suffering.
However, there are some cases in which an animal dies and the owner believes the veterinarian was incompetent in his/her care of the animal. In these cases (and also in cases of alleged veterinary medical malpractice when the animal doesn't die), the owner can file a complaint with the Veterinary Licensing Board of the states and/or file a civil suit suing for economic damages for the loss of the pet plus associated medical costs. In cases of gross incompetence, a veterinarian may be prosecuted for animal neglect or animal abuse; these cases are so rare as to be practically nonexistent.
