To become a licensed motorcycle manufacturer, one needs to submit a designation to NHTSA in accordance with 49 CFR 551.45, Agent for Service of Process. One also needs to submit information to NHTSA in accordance with 49 CFR 565.7, VIN identification, manufacturer identification, and ensure conformity with Federal motor vehicle safety standards.
