What is the value of a US 2 dollar bill with a green seal?

The green seal indicates that it's a Federal Reserve Note. Because $2 FRN's were first printed in 1976 your bill is too new to be worth anything extra, unless it's in uncirculated condition. Then it might retail for all of $3 or so.
