It's doubtful that you can see the quake itself, but you can often see its effects from that far, especially if the quake caused fires or a tsunami.
Geophysicists monitor the deformation associated with the sudden movements along faults using a technique known as synthetic aperture radar interferometry using satellites. As such it is indeed possible to observe the ground surface movement during large earthquakes from space but you need specialised equipment!
