Why does the tires make a whoo noise after going 40mph or more i got new tires on. Would a bad lower control arm make the tire make that loud woo noise and also the chassis shake and steering wheel?

A tire with a more aggressive tread design like off road usually make noise but the shake is more likely an imbalance since you just put new tires on. Some small tire shops will skip this step if you're not watching and still charge you for it or if you have custom wheels will try to balance from the back with tape weights which fall off and are never as good at achieving a true balance. I would rule out balance before digging into other possible causes.
