When is it not cruel to keep animals in cages?

There's nothing inherently wrong with a cage, providing the animal has sufficient room and a stimulating environment, though most modern zoos are tending towards "open air" exhibits where the animals are kept in their enclosures by moats or some other barrier that isn't quite as obtrusive as cage bars.
