What does the phrase don't be such a turtle means?

I used to tell my BFF she was a turtle- cuz she alwaz took forever to get ready to go somewhere, and moved at turtle speed!Turtles hide inside their shells. Although I've never heard this phrase before, I'd guess it means not to hide -- either not to hide from something unpleasant, or perhaps not to hide under the covers and go back to sleep.
