In Pokemon Silver where do you get a rail pass?

in safron city you talk to a girl upstairs in a house about how she likes to copy people and about dolls, then you go to vermilion and go to the Pokemon fan club and talk to the guy with a doll. he gives you the doll then you go back to the girl and she trades you the rail pass for the doll.
