If files appear dimmed in one of default folders what would be best course of action?

These are probably hidden or system files. This is perfectly normal, and no action should be needed.

However, if you want to change this, Right-click on the folders (you may be able to do this one at a time) and select Properties. Then find checkboxes for Make Hidden, or System.

If you uncheck the correct boxes, the bolders should apper normal. However, I suggest you leave them as they are.
