How do you change the zoning on a property that is R1 to R2?

Well its a timly proccess you go to the building and safty in your county and request for the change, when the change request is accepted then they notify the residents in a 500ft radius along with a public hearing if the residents disagree then you are S.O.L if they like it and you can convince them that it will benefit them and they say yes you will be granted the zone change
