How had the sixth commandment been changed?

The 6th commandment started out as: No animal shall kill any other animal.

After Napoleon's purge it was changed to: No animal shall kill any other animal without reason.

The animals at Animal Farm accept the new change, thinking that it was always like that and they had just forgotten.
