When do you use apostrophe s before and after?

There are different conventions. Generally, the apostrophe showing possession follows the "s" if the Word already ends in an "s," but sometimes this is only so if the "s" is the result of a pluralization.

Thus:

Bill's car

Bill Jones' car

The Joneses' car

OR

The Jones's car
