If you are looking for a Labrador puppy for $200 or less, you won't find a quality purebred puppy from a breeder. Avoid puppy mills.

You could try looking at local shelters. There is a huge need to find good homes for homeless dogs (cats, etc). Frequently, the shelter will know more about the animal's history than you might think. Wards of shelters are usually neutered and are up-to-date on their shots before being released to a new home. Shelters also will screen prospective owner applicants. Check the reputation of the shelter before making a decision.

Sometimes municipal animal control will have adoption centers. You can check those out, too.

Realize that the price you pay now for a puppy will be minuscule in relation to the monetary outlay over the lifetime of your pet. Good pet food, toys, training, sundries and regular (& unexpected) veterinary care can easily total $1500 or more per year. Plus you will be investing your time and heart.
