What do snakes going through a skull represent?

For Russians, it is a tattoo representing the highest ranking criminal.

However, I believe snakes, or serpents, represent evil. Skulls obviously symbolize death. So, snakes slithering through skulls could symbolize the fact that someone has dealt with evils in the past, hardships. The skull could represent a person that has gone through rough times.
