Country code +33 (dialed as 00 33 from many places) is the code for France, followed by the subscriber number without the leading '0'. (For example, Paris numbers begin with +33 1, not with +33 01.)
+33 1 = Paris region
+33 2 = northwest
+33 3 = northeast
+33 4 = southeast
+33 5 = southwest
+33 6 and +33 7 = mobiles
+33 8 = freephone and shared-cost numbers (may not be accessible from outside France)
+33 9 = non-geographic numbers, including VoIP
(The plus sign means "insert your international access prefix here." From a GSM mobile phone, you can enter the number in full international format, starting with the plus sign. The most common prefix is 00, but North America (USA, Canada, etc.) uses 011, Japan uses 010, Australia uses 0011, and many other countries use different prefixes.)
