Neither, the program in my state is so hard to qualify, many needy don't get it, then they review your case every six months and becauswe they are somewhat inept, tend to throw you off having to restart the process, Because the state is broke and there has been fraud, they investigate applicants now more than murderers. Then if you have no children, they don't give you enough to realistically buy food. My neighbors got 200.00 for 2 people per month with zero income. About 50 cents a meal. They decided later it was so much hassle and they were treated so poorly they would rather starve or steal food than deal with anyone there anymore.
