Are regrooveable tires permitted on Steer axle?

The steer tires can be regroovable, yes. However, you cannot use recaps if you're running standard 315s. If you're using 385s or something of that sort (typically found on heavy haulers, dump trucks, etc), you can use ONE TIME recaps, but it must still be a virgin casing (no punctures).
