Can a minor enter your smoke shop to buy a soda?

yes a minnior can enter in a smoke shope for buying a soda. but its the responcibality of the owner of shope that he dont sale soda to a minor .because a minior is not responcipal for this act .but the owner of the shop and the person who sale the soda to the minor is responcipal.because its the duty of the owner that he check the age of customer before saling these type of things.
