Yes but it is definitely not the best. In fact a high ethanol content might be considered poisonous to some of the more sensitive plants.

Yes and they make good compost too, being organic. Distillery slops do not have any ethanol, by definition--the ethanol and other volatile components are boiled off in distillation.
