In George Orwell's book, 1984, the Brother's Handbook says that war is necessary because it keeps citizens in constant flux and fear. As a result, they willingly submit to the control of the Party. The Party needs that submission to regulate supply and demand to ensure classism, and ultimately, power.

It would work the same in real life.
