Can 175 65 R14 substitute for 185 70 R14 tires?

You can although you will be putting a much smaller tire on and it'll cause your speedometer to be off by about 4 1/2 mph at highway speed

reading 65 actual speed would be around 61 1/2 mph). A better substitute would be a 175/75.
