i think it was the textile industry and the mining industry (pumping out of underground water)
ADDED: The mine pumps were first, driven by a simple beam-engine invented by Newcomen; but it was dreadfully inefficient and non-rotary. Once James Watt solved the first problem, and he and others devised engines that produced rotary motion, the steam-engine could be developed into a viable prime-mover for textile-mills and many other industries.
