How much do you need to start off selling jewelry?

As in start a jewelry business online? Virtually nothing, many sites offer free stores to do this. All you may need are the supplies/stocked merchandise to sell. A digital camera to upload photos, add price and description and open for business. If a physical store, that could run into the thousands, depends on area/size of store,etc. Could be $25,000 and up for this.
