How do you get slowpoke on Pokemon Blue?

Your best chance of finding one is to fish one up at either Celadon or Route 10. You can also fish some up in the entrance of the Safari Zone, and there is a slim chane you'll find one by walking in the Seafoam Islands, Floor 1.
